On March 17th, the national economic and social development of the “13th Five-Year Plan” of China was officially released. As the primary focus of the national Two Conferences (NPC & CPPCC) in this year, during the meeting, the 13th Five-Year Plan and other series of the current hot issues caused the representative of the conference and the public’s attention. Reporters teased out of the “Six hotspot issues” related to CETC, and listen to CETC how to response these issues.

• A new phase: four consciousnesses

At the end of January, the political bureau of the CPC central committee meetings publicly put forward the “strengthening the political consciousness, overall situation consciousness, core consciousness, and par consciousness” for the first time. Thus, “Four consciousnesses” became the latest political hot words.

China is currently faced with the two worldwide problem including the “middle-income trap” and “Thucydides trap”, and the reform also enters difficult period and abyssal region. Either the “hard stuff” or the “dangerous shoals” need the lead of the “four consciousness”. WeChat public “study group” thinks that “four consciousnesses” marks the Chinese politics and governance to a new stage, and would exert a profound influence on China’s political pattern and performance reform in the next few years.

In view of the current development situation and the development requirements, CETC emphasizes to further promote the “three changes”, putting forward the new and higher requirements on its own way of thinking pattern, organization pattern and work pattern. Namely, the thinking pattern transformation should be further strengthened based on the effective performance of the national mission, actively promote reform and development of social progress, loyal to party and national undertaking development, and service for people's happy life; the organization pattern transformation needs to further strengthen the group operation and development of the modern enterprise management system; the work pattern transformation should further strengthen the total system resources as a whole and work together, using scientific and modern methods to improve work quality and efficiency.

• A “picture”: “13th Five-Year Plan”

In this year, one of the main issues of Two Conferences (NPC & CPPCC) is to review and approve “13th Five-Year Plan”.

“13th Five-Year Plan” which was released last week will regard the “innovative, harmonious, green, open, sharing” as the China's five major development concepts in the period of “13th Five-Year Plan” and even longer. On this basis, how to set up the important index of the economic and social development in the next five years and how to play the role of on the world stage are showed on the “13th Five-Year Plan”.

To fully implement the “13th Five-Year Plan”, CECT make the “One Five Five Three” development strategy, will be working to implement in the future. “One Five Five Three” development strategy connotation includes: a development goal, which is the effective performance of the military state's sacred mission and responsibility, and to achieve “domestic excellence” and “world class”; firmly establish the five working policy of “innovation, collaboration, efficiency, sustainable and sharing”, this is the future development direction, work ideas, and work focus of CETC; promote healthy and continued development of the five forms that is regarded the military operations as the core, forming benign interactive development situation of the technology and industry; improve the “three major projects” including the “comprehensively deepen reform, comprehensive management, comprehensively strengthen the party's construction”.

• A batch of new projects: major scientific and technological innovation projects

On the two sessions this year, in the Prime Minister Li Keqiang’s government work report, innovation-driven strategy is frequently mentioned, which demonstrates the extreme importance of the development strategy for economy of our country in the current and future period.

“13th Five-Year Plan” also puts forward to implement the strategy of innovation driven development, which is to speed up the implementation for key state science and technology projects, start a new batch of major projects of science and technology, determine a batch of major science and technology projects, including national cyber security project.

CETC regards the strengthening key national electronic information industry base, maintaining the important area security of the national electronic information industry, leading the national electronic information industry development as its own duty, and regards the security business as one of the two core business in the future.

When making its own “13th Five-Year Plan”, CETC puts forward to focus on the industrial demands of public security, network space security and energy security, make the key breakthrough on public security architecture, video surveillance, security operating system, big data, new electric energy and power electronic components to form the core technology system supporting the development of security industry. At the same time, it is significant to aim at national network security and financial, energy, industrial control systems and other key industries with security requirements, promote the network information security applications, and design of the overall solution. At the end of the “13th Five-Year Plan”, strive to realize the world No.1 of security electronic industry, and the domestic No.1 of network security industry.

• A “road”: supply side structural reforms

The supply side of structural reforms which focus on decreasing the capacity and inventories, deleveraging, cost reduction, and make up the short slab has officially opened the curtain provisioned by the central economic work conference.

In his government work report, the Prime Minister Li Keqiang explicitly proposed to “strengthen the supply side structural reform, enhance the sustained growth momentum”, “not only do subtraction, but also add, reduce invalid and low-end supplies, expand effectively and in high-end supply, increase public product and public service supply, make the supply and demand coordination to promote economic development, improve the total factor productivity, continuing the liberation and development of social productivity”.

CETE strongly considers that supply side structural reform for the group is not only a new important opportunity but also a challenge, and more opportunities than challenges.

Under the supply side structural reforms, China will attach great importance to the development of the emerging industries such as information technology, intelligent manufacturing, the new energy and so on. Electronic information technology application of depth and breadth will be greater. The information industry will continue to be the pillar industries leading the economic development, providing more space to foster security and intelligence industries, and expand the market both at home and abroad. At the same time, the reform will further activate the enterprise market main body, creating a better environment of deepening resources rational allocation of group companies, business structure optimization, industrial layout adjustment, and providing a good opportunity for developing the information security, the wisdom city, integrated circuit, base and industrial software, electronic equipment manufacturing and other industries.

• A “problem”: Made in China of 2025 + Internet =?

At present, the economic downward pressure is increasing, how to revive the "made in China", is a difficult problem that individuals have to face.

Last year, the government work report for the first time put forward the concepts of “made in China of 2025” and “Internet +”, and on the two sessions in this year, “made in China 2025” and “Internet +” continue to be a hot topic of concern.

“The 13th Five-Year Plan” program planning is to expand the network economy space, and identified eight information major projects including national informationization, the big data applications and so on.

The program planning is also put forward to optimize modern industrial system, promoting the “made in China 2025” strategic planning, implementation of intelligent manufacturing engineering in the field of new manufacturing, speed up the development of eight big engineering including intelligent manufacturing key technologies and equipment and so on, strengthen the forward-looking layout, foster a batch of strategic industries in oceanography, information network, life science, technology and other fields.

How to docking “made in China 2025” and “Internet +”, CECT played another “trump card” of the two big businesses – “Smart”.

In the period of “The 13th Five-Year Plan”, CETC will speed up the construction and promotion of smart city, smart government affairs, and smart manufacturing. While expanding network economic space, develop the “Smart” industry, CETC would boost the national industrial structure upgrade, and help countries to improve the new management system and management ability.

On the basis of construction of three new pilot smart cities, CETC will strive to promote “smart city” construction in more cities and towns, and stimulate “smart city” enterprise strategy alliance with the new business model, push forward the development of smart city business.

CECT is formulating the implementation plan of “smart court” and “smart prosecution, which would be promoted to a number of projects of the courts and prosecutions at various levels, thereby improving the building of national informationization.

According to the strategic planning of “made in China 2025” and “The 13th Five-Year Plan”, CETC will combine its own industry and field advantage, to develop the “smart manufacturing” business. In the recent five years, CETC will gradually form systematic application, large-scale promotion, and collaborative operation “smart manufacturing” sector. By paying special attention to the pilot projects, CETC will push the related products and solutions to be implemented in large enterprises, and gradually promote the development mode of “smart manufacturing” outward, form the trend of “smart manufacturing”.

In addition, CETC will continue to expand satellite navigation, transportation electronic, marine electronic business and so on, the forefront of industry, layout the forefront industry, such as the robot and artificial intelligence, forming the new growth point of China.

• A “heart”: the community of destiny
